{"id":28350,"date":"2025-04-19T10:34:19","date_gmt":"2025-04-19T08:34:19","guid":{"rendered":"https:\/\/inzaken.eu\/?p=27732"},"modified":"2025-10-21T17:27:59","modified_gmt":"2025-10-21T15:27:59","slug":"can-a-world-council-of-democratic-nations-end-wars","status":"publish","type":"post","link":"https:\/\/inzaken.eu\/index.php\/2025\/04\/19\/can-a-world-council-of-democratic-nations-end-wars\/","title":{"rendered":"Can a World Council of democratic nations end wars?"},"content":{"rendered":"\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" src=\"https:\/\/inzakenhome.wordpress.com\/wp-content\/uploads\/2025\/04\/the-cranes-call.jpg?w=286\" alt=\"\" class=\"wp-image-27733\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>by Jaka Bizilj<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>As Ukraine continues to fight for survival the world watches a tragic irony unfold: unsuccessful peace talks are underway since three years, while Russia &#8211; the aggressor &#8211;&nbsp; blocks and even chairs the United Nations Security Council.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is not the first time a perpetrator has presided over its own crimes. For example Sudan chaired a Security Council hearing on Darfur, even as it stood accused of committing crimes against humanity and genocide there itself. I remember that moment vividly as I assisted the Chief Prosecutor of the International Criminal Court Luis Moreno Ocampo in this hearing, where Ocampo reported the crimes. The very institutions meant to uphold peace were instead hijacked by those undermining it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The United Nations, like the League of Nations before it, has failed to protect peace and democracy. Founded in 1920 after WWI to stop wars,&nbsp; the League collapsed in the face of rising fascism in 1939, when Russia invaded Finland and Hitler Poland. Today, the UN Security Council in a similar way is powerless against authoritarian vetoes &#8211; Russia blocks resolutions on Ukraine and China uses its veto power to shield authoritarian allies from accountability and to block Taiwan\u2019s international recognition and participation. Although the United Nations has contributed greatly to peacekeeping, humanitarian aid, and global cooperation, its Security Council has repeatedly failed to prevent or stop mass atrocities &#8211; in part due to the veto power held by permanent members. From Russia\u2019s invasion of Ukraine, to the civilian massacres in Gaza (where more Israeli soldiers and parliament members refuse to continue participating in the attacks), ethnic cleansing in Myanmar, chemical attacks in Syria, mass rapes and killings in Sudan, and the starvation of civilians in Ethiopia\u2019s Tigray region, the Council has been paralyzed by political and geopolitical interests. This repeated inaction in the face of war crimes highlights the urgent need for a new democratic alliance capable of upholding justice and protecting human rights where the UN cannot. <strong>The system is broken.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The consequences are dangerous. In his Encyclical \u201cFratelli Tutti\u201d from 2020, a thought-provoking memorandum for the world, worth reading as much as the Communist Manifest by Karl Marx and Friedrich Engels a century ago as it questions the status quo of society in the most consequent way possible, Pope Francis warns that the twenty-first century \u201cis witnessing a weakening of the power of nation states, chiefly because the economic and financial sectors, being transnational, tend to prevail over the political. Given this situation, it is essential to device stronger and more efficiently organized international institutions, with functionaries who are appointed fairly by agreement among national governments, and empower to impose sanctions.\u201d Pope Francis demands <strong>\u201csome form of world authority regulated by law\u201d<\/strong>, \u201cequipped by the power to provide for the global common good, the elimination of hunger and poverty and the sure defense of fundamental human rights.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nobody can seriously claim to have found a third way between Capitalism, which has thrown the world into dangerous world economic crises and debt, and Communism, which brought mostly oppression and dictatorship, as still seen in China today, but there can be no question in regards of security:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The world urgently needs a third attempt&nbsp; after The League of Nations and the United Nations to end all wars &#8211;&nbsp; a new framework capable of defending liberal values and democracy. The World Forum proposed such a body, which has been in discussion in principle since a century: The World Council of Democratic Nations. At The World Forum 2025, Geoffrey Robertson KC, the world&#8217;s leading human rights lawyer and mentor to the current UK Prime Minister Keir Starmer,&nbsp; delivered a landmark call to action: 74 democratic nations or possibly 125 ICC members must form a \u201cDemocratic Union\u201d. Not to replace the UN, but to finally deliver on its broken promises. Such entity shall provide a platform for united democratic action: a Charter of Rights, a Constitutional Court, collective peacekeeping forces, and a newly envisioned Court of Aggression.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This new Council shall be different. No veto power. No paralysis. No appeasement of tyrants. Just a united front of democracies ready to respond &#8211; politically, legally, and, if necessary, militarily. It seeks to support democratic transitions, uphold international law, combat disinformation, and create systems of rapid response to genocide, war crimes, and illegal invasions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To bring this vision to life, The World Forum, together with Cinema for Peace and the Court of the Citizens of the World, has outlined three strategic implementation phases:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Phase One<\/strong> &#8211; Conceptual Development: This first step involves refining the mission, structure, and legal framework of the World Council. It includes consultations with policymakers, international legal experts, civil society, and scholars. The goal is to develop a clear, strategic foundation to guide the creation of this new institution and ensure global buy-in from leading democracies.<\/li>\n\n\n\n<li><strong>Phase Two<\/strong> &#8211; High-Level Conference &amp; Berlin Declaration: The second phase shall convene current and former heads of state, national security advisors, and global thought leaders in a closed-door summit in Berlin. The outcome will be the Berlin Declaration for the Establishment of the World Council of Democratic Nations &#8211; a foundational working paper and formal proposal. Attendees will be invited to serve as \u201cFounding Ambassadors,\u201d promoting the initiative in their countries and networks.<\/li>\n\n\n\n<li><strong>Phase three<\/strong> &#8211; Global Endorsement &amp; Institutionalization: The final phase is about diplomacy and implementation. The World Council shall engage governments of democratic states to endorse the Berlin Declaration and commit to the Council. It will also formalize a Secretary General, a Secretariat, establish the Court of Aggression, and begin operations with a core group of peacekeeping forces and legal mechanisms, funded by democratic nations in proportion to their economic size.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">This initiative is not an act of division &#8211; it is a call for renewal. A renewal of moral clarity, political courage, and democratic unity. In the face of authoritarian resurgence and the weakening of international law, the World Council stands as a bold and necessary idea whose time has come. The groundwork is being laid, and the invitation is open to those willing to defend freedom, not just in words, but in action.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Documentaries such as <strong>\u201cWatchers of the Sky\u201d<\/strong> serve as powerful inspiration how private initiatives can bring important change. The film traces the life of Raphael Lemkin, who defined and introduced the term and concept of&nbsp; &#8220;genocide&#8221; in response to the Holocaust &#8211; the murder of six million Jews by Nazi Germany between 1941 and 1945 &#8211; and fought to create international laws to prevent future atrocities and genocides. Lemkin lived on the streets and ate food from the garbage bins in front of the UN to make his vision reality.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<div class=\"embed-youtube\"><iframe loading=\"lazy\" title=\"Watchers of the Sky Official Trailer 1 (2014) - Documentary HD\" width=\"616\" height=\"347\" src=\"https:\/\/www.youtube.com\/embed\/1e0HFCKcVhc?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/div>\n<\/div><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">A more recent documentary, <strong>\u201cThe Cranes Call\u201d<\/strong> shows war crimes committed by Russia in Ukraine and why a Court on the Crime of Aggression is needed. Cinema for Peace created a blueprint trial on the Crime of Aggression &#8211; which the ICC is not allowed to hold &#8211;&nbsp; against Russia and Putin in The Hague with \u201cThe Court of the Citizens of the World\u201d, and co-produced and screened \u201cThe Cranes Call\u201d at the French Embassy in Berlin on March 17, 2025, with the participation of executive producer Secretary Hillary Clinton and Anya Neistat, who investigates in the film war crimes in Ukraine&nbsp; for the Clooney Foundation for Justice, led by Amal and George Clooney.
