The main cause of the fluctuation is the end-year stoppage of public work schemes.

Number of employed and unemployed in Hungary
According to the latest figures (of another KSH institutional stats), the number of fostered workers totalled 92,200 at the end of March, which was largely the same as a year earlier.

Number of fostered workers in the public sector

What made employment grow last year?
KSH’s annual report revealed that the number of employed grew by 66,000 in the whole of 2012 compared to 2011, but more than half of that increase stemmed from public work schemes. Excluding that impact the growth would have been only 27,700. We have also learned from the report that some Hungarians working abroad are also included in the stats and some whitening effect was also taken into consideration. These combined led to a rise in the number of employed and provided some explanation as to why the employment data contradicted the economic situation.

Source and more info at the website of: Portfolio

In February-April 2013, the number of employed people in Hungary increased to 3.869 million, up 58,000 from the base period.
